Programme: Liberia COVID-19 Emergency Response Project
Before Liberia's first confirmed COVID-19 case, President Weah established a presidential advisory structure in March 2020 involving health authorities and international partners. After the outbreak began, the national Incident Management System coordinated the response under the Ministry of Health, with presidential-level oversight. On 9 April 2020, the World Bank approved US$7.5 million in IDA emergency financing for Liberia's COVID-19 response, complementing up to US$9.5 million available under the regional REDISSE II programme. The project was designed to strengthen case management, laboratory capacity, health-worker support and emergency preparedness. This record documents coordination and financing measures rather than attributing the pandemic's health outcomes solely to presidential action.
